12/09/2008 Christina, Red Clay School Districts Taken off Financial Recovery Team Status

--Both districts have regained financial solvency--

(Dover, De.)  Secretary of Education Valerie A. Woodruff has requested and received approval from the Office of Management and Budget (OMB) to remove both the Christina and Red Clay Consolidated School Districts from Financial Recovery Team (FRT) review.  Each district was placed under financial review in accordance with 14 Del Code §1802 (c)(5).

In a letter to OMB, Secretary Woodruff wrote, "The Christina School District through the successful efforts of a new superintendent, Dr. Lillian Lowery, the Financial Recovery Team and a strengthened Christina administrative team has within a two and a half year period satisfied the requirements for release from the FRT review as determined by Title 14, Chapter 18.  Through the proper and efficient readjustment of resources, Christina School District has managed to regain financial solvency." 

Following a request from Dr. Lowery in March 2006 to have the state examine the district's finances, the Christina School District was placed on FRT review.

"I am pleased that through the vigilant work and management of our Business Office staff, our community-based Finance Review Committee, and our Board of Education, the Christina School District has proven to the taxpayers of our District that we are competent stewards of the Delaware tax dollars.  Our entire district came together to put children at the forefront of every decision.  Therefore, this news is a good news story for our students, faculty, staff, and community.  This demonstrates what school-community collaboration can accomplish," said Lowery.

In the same letter to OMB, Secretary Woodruff wrote, "The Red Clay Consolidated School District through the successful efforts of the Financial Recovery Team and a strengthened Red Clay administrative team has within a year and a half satisfied the requirements for the release from state review as determined by Title 14, Chapter 18.  Through the readjustment of resources and the passage of a successful referendum, Red Clay Consolidated School District has regained financial solvency." 

The Red Clay Consolidated School District was placed on FRT review in May 2007 following DOE concerns of declining financial viability.  

"Red Clay would like to thank Secretary Valerie Woodruff and the Financial Recovery Team for providing their expertise and support during a very difficult time," said Red Clay Superintendent Dr. Robert J. Andrzejewski.  "We are very pleased that we were able to meet state goals for progress one year ahead of schedule."

"I am pleased that both the Christina and Red Clay Consolidated School Districts have been removed from financial review," said Secretary Woodruff.  "Their efforts are to be commended."
