Children Services Cost Recovery Project (CSCRP)

  • The Children’s Services Cost Recovery Project’s (CSCRP) collects the federal share of the cost of providing school-based health care to Medicaid eligible students under the age of 21 years.  Recovering the costs of caring for children with specific medical needs is a revenue source that financially benefits The State of Delaware and Local Education Agencies (LEA).  Participation in CSCRP is mandated for School Districts annually in the Operating Budget Act.  There are Cost Recovery Specialists assigned to each participating LEA across the State.  During the school year, these Specialists require documentation to validate services provided comply with Medicaid requirements and process claims on behalf of the LEAs.

    Random Moment Time Study (RMTS)
    Medicaid requires the use of a RMTS, which is a methodology that measures the work effort of the entire group by sampling and analyzing the members. The RMTS utilizes a technique of polling employees at random moments over a given time period and tallying the results. The method provides a statistically valid means of determining what portion of the selected staff members’ workload is spent performing activities that are reimbursable by Medicaid.
