An important message from the office of Licensure & Certification regarding COVID-19
As Delaware continues to try to limit the spread of COVID-19, the Delaware Department of Education is modifying how it provides support to its customers. While there is still no public access to our offices, those seeking help from Licensure and Certification are encouraged to call or email for assistance.
For questions:
- Employed educators, please contact your human resources office.
- All other educators, please contact L&C using a method below:

- By Phone: (302) 857-3388. Please leave a detailed message that includes your name, question or concern, and contact information, which includes both a telephone number and email address for response.
New guidance regarding COVID-19 has been published on the DDOE Website.
Submitting Official Documents
The L&C Office prefers all documents are submitted electronically, if possible.By Email: Official documents should be sent directly to the Department from the originating authority (college, university, employer) electronically using the email address: deeds@doe.k12.de.us
- Documents must be sent as a PDF (we cannot accept PNG, JPG, or other file types) and attached to the email, not copied in the body of the email.
- The email address must be a professional email address from the originating authority - not forwarded by the educator.
- For transcripts, the electronic delivery service must send the access link directly to the Department. L&C cannot accept forwarded links.

The Department of Education (DOE) Licensure & Certification office works to support the Department’s mission to empower every learner with the highest quality education through shared leadership, innovative practices and exemplary services. DOE works in conjunction with the Delaware Professional Standards Board to continually improve the quality of instruction for Delaware's children so that they are equipped to work and succeed in an ever-changing and increasingly complex global economy. To do this, the Licensure & Certification office:
- provides excellent customer service to local education agencies and the public, responding to inquiries regarding licensure and certification of educators;
- promulgates rules and regulations proposed by the Professional Standards Board and approved by the State Board.
The Department issues licenses, certificates and permits to eligible educators seeking credentials to be an educator, an administrator, or other professional support service staff.

Educators - This section applies to new and existing educators who are seeking information and guidance on how to become eligible and apply for licensure and certification(s). In addition to guidance, forms and resources are available to support candidates in the application process.
HR Directors - This section provides Delaware public/charter school staff with resources and guidance regarding licensure and certification requirements, forms, and processing tools such as checklists and policy memos.
Public Information - This section provides information for the public regarding licensure and certification in Delaware, including a search tool for verifying an educator's credentials.

The Department’s statutory authority is detailed in 14 Del.C. Ch. 12 Educator Licensure, Certification, Evaluation, Professional Development and Preparation Programs.
NOTE: Educators seeking certification to work in a childcare setting, or own/operate a childcare center should refer to Office of Early Learning - Delaware First. The Delaware First Professional Development System For Early Childhood Programs, commonly referred to as Delaware First, supports early childhood educators by certifying them to become employed by an early child care or school-age care center once they meet specific requirements related to age, work experience and education.
