Fees and Reimbursements

The following sections provide an overview of the fee reimbursements that may apply to educators who apply for a Delaware teaching license and certificate and secure full time employment in a Delaware public school district or charter school:

Non-refundable Fee for First Delaware License
Beginning January 15, 2016, a one-time non-refundable fee of $100 will be charged to educators applying for their first license in Delaware (Initial, Continuing, or Advanced). The applicant must also meet certification requirements prior to a license being issued. The fee will be retained by the State of Delaware whether or not the transaction results in the issuance of a license and certificate. Refer to 14 Del.C. §122 (27) for details regarding the rules and regulations.

Teaching License Application Fee Reimbursement
Upon application in DEEDS for a Delaware teaching license and certificate, the applicant will be charged a $100, one time, application fee. Upon employment in a Delaware public school district or charter school, educators may be eligible for a reimbursement of that $100 fee.
Process:
The DDOE will obtain a list semi-annually, of all new educators that have paid the fee and been hired during the timeframe indicated below. The list, obtained from DEEDS, will be of educators who paid the fee and where hired by a Delaware public school between the following timelines:
- 03/31 – 10/31
- 11/01 – 03/30
Reimbursements will be processed after the data is obtained from DEEDS. Educators will receive a check, via the U.S. Postal Service, at their home address, for $100 to cover the fee they previously paid.
Legislative Action:
HOUSE BILL NO. 307 AS AMENDED BY HOUSE AMENDMENT NO. 1
Synopsis: Implemented a 1-time fee of no more than $100 for all applicants for an educator's first license in Delaware. The amendment makes the bill a reimbursement, rather than a waiver. The waiver had been based upon the applicant having attended a Delaware high school or preparatory program. The reimbursement is based upon the applicant becoming a teacher in a Delaware public school. This Act shall take effect 90 days after its enactment into law.

HOUSE BILL NO. 51
Synopsis: In 2016, the Legislature provided a reimbursement for teachers employed in Delaware who had to pay the 1-time licensure fee. By using "teacher", we inadvertently excluded specialists including school media specialists, school counselors, school nurses, et cetera. This Bill changes "teacher" to "educator" to include specialists and other educators.
