Head Start Collaboration
The Delaware Head Start Collaboration Office sits within the Delaware Department of Education’s Office of Early Learning. Delaware’s Head Start Collaboration Office exists in accordance with Section 642B of the Head Start Act that authorizes the creation of State and National Collaboration Offices to work and partner with Delaware state and local entities on issues and policies that affect young children.
Head Start and Early Head Start provides a comprehensive program of health, early childhood education, parent engagement, family and parenting education and services and services for children with disabilities, all of which are coordinated with community based partners. Early Head Start programs also include services to income-eligible families with infants and toddlers, and pregnant women.
The Head Start collaboration officer is the key liaison between the Department of Early Learning and grantees across the state.
What Does Head Start Collaboration mean?
Communication-Convening stakeholder groups for information sharing, planning and partnering and serving as a conduit of information between the OHS regional office, the state Department of Education and local early childhood systems;
Access-Facilitating Head Start agencies’ access to and utilization of appropriate entities so Head Start children and families can secure needed services and critical partnerships are formalized;
Systems- Supporting policy, planning, partnerships and implementation of cross agency state systems for early childhood, including the Early Childhood State Policy Council, that include and serve the Head Start Community.
Head Start Collaboration Priorities:
- Partnering with State child care systems emphasizing the Early Head Start-Child Care Partnership Initiative;
- Working with State efforts to collect data regarding early childhood programs and child outcomes;
- Supporting the expansion and access of high quality programs (including EHS-CCP, Head Start and ECAP);
- Workforce and career development opportunities for all staff at all levels, including coordination with OEL, the Regional Office and the Region III Training and Technical Assistance Center;
- Collaborating with Delaware Stars, Delaware’s Quality Rating and Improvement System (QRIS), and
- Working with State school systems to ensure continuity between Head Start and local education agencies (LEAs) through Delaware’s kindergarten entry survey, the Delaware Early Learner Survey.
Delaware is a Federal Region III State
The Head Start Region III Office is located in Philadelphia and works to fulfill ACF’s mission to meet the needs of children and families in a positive and productive environment, through visionary leadership, effective program interaction and responsive staffing.
The Philadelphia Regional Office serves 5 states; Delaware, Maryland, Pennsylvania, Virginia and West Virginia, as well as the District of Columbia. The office is responsible for a wide range of federal programs which promote the economic and social well-being of children and families. They work closely with state and local government as well as community-based organizations to help families achieve economic independence, to assure the safety of children and to promote the independence of people with developmental disabilities.
