General Overview
The 2016 Educator Preparation Program Reports were crafted, after several years of deliberation and stakeholder input, as one initiative among statewide and national efforts to improve the quality and transparency of educator preparation. This work was further catalyzed by Delaware Senate Bill 51 (signed by Governor Markell, Summer 2013), and the resulting regulation (Delaware Regulation 290). About half of the state’s early career educators are prepared by Delaware preparation programs; the reports are part of Delaware’s larger effort to strengthen such programs throughout the state. These reports are one important way to measure and assess the quality of Delaware preparation programs in their ability to recruit, train, and develop quality educators for the state’s students. Each report contains six (6) scored domains: Recruitment, Candidate Performance, Placement, Retention, Graduate Performance, and Perceptions. Each domain is comprised of two (2) to four (4) metrics.
The Delaware Department of Education convened a workgroup, who worked collaboratively over the past year to revise and strengthen the program reports, whereby each educator preparation provider was represented. Additionally, program representatives had 30 calendar days to review program reports and submit responses with feedback both general and specific. This feedback can be viewed here.Each program will now earn a program renewal status based on their data in accordance with Regulation 290. Programs will be classified as Renewed, Renewed with Conditions, or Program on Probation. A few extremely small programs will be classified as a Program Under Further Review due to insufficient data.
