Dr. Kimberly Krzanowski

Kimberly Krzanowski is the Executive Director for the Office of Early Learning - working with professionals in the early childhood field who strive to become better educators has been a keystone in Kimberly Krzanowski's career. As a true Delawarean, Kim has over 16 years of experience in early learning as a former early childhood teacher, center administrator and higher education faculty member. Kim is a strong and dedicated advocate for children and families receiving access to high quality care and education. She serves on numerous advisory boards and statewide committees to implement policy changes that are needed to ensure all children have a strong foundation from the beginning. These committees include T.E.A.C.H® Early Childhood Delaware, Delaware Association for the Education of Young Children Professional Development, New Castle County Vocational School District Early Childhood Career Program and the Delaware Early Childhood Professional Development Strategic Planning Committee.

Prior to this role, Kim held the position as Instructional Director for Education Programs at Delaware Technical Community College where she collaborated with community stakeholders to develop partnerships amongst numerous school districts and early learning organizations. Additionally, Kim also provided executive leadership to faculty, students and a nationally accredited child development lab school. Kim holds a Bachelor's degree in Education from the University of Delaware, a Master's degree in Instruction from Wilmington University and a Doctorate degree in Educational Leadership with a concentration on the early childhood workforce.

Caitlin Gleason

Caitlin Gleason is the Education Associate for Alignment and Professional Development. Prior to this role, Caitlin was Teach For America-Delaware’s Early Childhood Education program manager and instructional coach, where she created and led professional development for cohorts of pre-K through 2nd grade teachers.

Caitlin entered the early learning field teaching pre-K, K-1 and art in New Jersey and Delaware and has developed educator trainings for museums and non-profit organizations. She continues to enjoy working with students and families as a teaching artist for The Delaware Contemporary.

Caitlin holds a B.A. in Government from Smith College and M.Ed. in Elementary Education from Wilmington University.

Aisha K. Ferrell

Aisha K. Ferrell is the Education Specialist/Program Director for the First Start Delaware Early Head Start Child Care Partnership.  Ms. Ferrell comes to the department with a wealth of knowledge and experience around early education and particularly Head Start Program.  She has worked in the field of early childhood education for the last twenty-six years with over fifteen years of that related to Head Start Program.  She has experience as a Preschool Teacher, Kindergarten Teacher, Education Specialist, Curriculum Coordinator, State Education Disabilities Coordinator, and as a Supervisor.  She most recently worked with the State of Delaware at the Delaware Early Childhood Center as the Early Childhood Assistance Program Manager (ECAP),a nd before that worked as the Head Start Collaboration Director and at the Office of Head Start in the Fellows program in the District of Columbia.  Ms. Ferrell obtained her Bachelor’s degree in Early Childhood Education from Delaware State University and is currently pursuing her Master’s degree in Education Leadership.

Debbie Taylor

Debbie Taylor is the Education Specialist, Head Start Family Collaboration.

Her over twenty-five years of experience in the Early Care and Education profession includes being a pre-school teacher, a Head Start center administrative staff member, Early Childhood Apprenticeship and T.E. A.C.H Early Childhood Coordinator for Delaware to a multi-state project coordinator working on a Department of Defense contract in partnership with Child Care Aware of America as a Military Child Care Liaison.

She has been recognized for her leadership on the Delaware Association for the Education of Young Children’s Executive Committee and was awarded the Delaware Association for the Education of Young Children 2016 Jane Davidson Leadership Award.

Debbie holds a B.A. degree in Sociology from the University of Delaware.

John Fisher-Klein

John Fisher-Klein is a Delaware native.  Before joining the Office of Early Learning, John was Newark Day Nursery & Children's Center's Executive Director. While leading the NAEYC-accredited center, John emphasized quality improvements including improvements to outdoor play spaces and improving family engagement. Through this work and other roles, including as an active member of the Delaware Association for the Education of Young Children, John has focused on the sustainability of high quality early learning programs.

Prior to entering the early learning field, John worked in HIV/AIDS treatment and prevention. He has also held several board positions, and is an adjunct instructor in the Administration of Human Services program at Wilmington University.

John holds a B.S. in Individual and Family Studies from the University of Delaware and M.S. in Administration of Human Services from Wilmington University.

Christina Koutsourades

Christina Koutsourades is the Education Specialist for Early Learning Transition Support. In this role she provides support for the Early Childhood Assistance Program (ECAP), the Delaware Early Learner Survey, and designs and implements supports to benefit children from birth to school entry.  Previously, Christina was a Pre-K program evaluator for the New York City Department of Education and a Site Manager for a non-profit organization, Jumpstart for Young Children, where she managed AmeriCorps early language and literacy programs. Christina entered the education field by teaching secondary Spanish in South Carolina where she learned the importance of a strong early childhood foundation.  Christina holds a B.A. in International Studies from Boston College and a M.Ed. from the Harvard Graduate School of Education.

 

 

 Jeannette Short

Jeannette Short

Jeannette Short is the Department of Education Liaison to Child Development Watch for Sussex and Kent Counties.  This position provides early intervention services to children up to age three and supports their transition to school district services.  She has worked with this population for over twenty years.  Previously, Jeannette worked with adults with developmental disabilities in a variety of settings.  These included employment, residential, recreation, and retirement.  Jeannette received a Master in Social Work from Virginia Commonwealth University and a B.S. in Individual and Family Studies from the University of Delaware.  She graduated from Sussex Central High School in Georgetown, Delaware.

Fiona KL Vivar grew up in New York City and earned her Bachelor of Science Degree in Elementary and Special Education from the City College of New York City.  She received her Masters of Science in Early Childhood Special Education from Adelphi University in Long Island.

As a Special Education Teacher, Fiona taught in a skilled nursing facility and a school for children with special needs in New York City before moving to Delaware in 2000.  Fiona was a Special Education Teacher in the Appoquinimink School District before becoming the Department of Education Liaison to Child Development Watch for New Castle County in the summer of 2012.  Her position allows her to continue to work with and advocate for families and their children with special needs as well as collaborate with school districts and all other provider agencies throughout Delaware.

Tina Shockley is the Education Associate for Quality Assurance, and has been a team member with the Delaware Department of Education for three years, and a state employee for 25 years.  She previously worked in the Secretary’s Office as a Policy Advisor where she collaborated with various stakeholders to develop and implement various education legislation, regulations and policies. A native Delawarean, Tina holds a B.S. in Human Resources Management from Wilmington University and an A.A. from the University of Delaware.

Marcie Pate

Marcie Pate is the Administrative Secretary and provides direct support to the Executive Director and other programs in the Office of Early Learning,  Prior to this role, Marcie was Administrative Assistant II to the Chief of Engineering and Operations and the Office Manager at the State of Delaware Office of Management and Budget (OMB), Facilities Management Office.

Marcie has more than 10 years’ administrative experience, and was also previously employed at the Delaware Department of Services for Children, Youth & Their Families (DSCYF).

A native of Delaware, Marcie holds a B.S. in Organizational Management, a Certified Administrative Professional (CAP) designation through the International Association of Administrative Professionals (IAAP), and is currently pursuing a Masters of Business Administration degree from Wilmington University.

Lori Foraker is a Secretary for the Delaware Department of Education's Office of Early Learning and provides direct support to the Early Head Start – Child Care Partnership. Lori works directly under John Fisher-Klein and Aisha Ferrell.

Previously Lori was the Administrative Specialist I at the Department of Natural Resources and Environmental Control for the Water Supply Department in the Well Permitting Branch Section. She also worked for the Office of Management and Budget/Facilities. Lori has been a state employee since 2011 and has over 13+ years of administrative experience.

Cindy Brown

Cindy Brown is an Education Associate/IDEA Part B Section 619 Coordinator for Delaware.  She has over 40 years of experience in education including Early Intervention and Special Education. She has been a teacher, a Service Coordinator, an IEP Case Manager, a Regional Program Director and State Part B Technical Advisor.

Cindy also served as the State Director of Early Childhood Special Education (State Part C and Part B 619 Coordinator) in Maine and as an Adjunct Professor in Adapted Physical Education at the University of Maine.  She also chaired the Maine Adapted Physical Education Task Force and the National 619 Coordinators Association.

Increasing inclusion of preschoolers in early learning settings and successful transitions for toddlers has been and will continue to be a primary focus of her work here in Delaware.

Cindy has a Bachelor of Science in Health, Physical Education and Recreation, a minor in Early Childhood Education from East Stroudsburg State College in Pennsylvania and a specialization in Adapted Physical Education from the University of Maine, as well as a Master of Science in Special Education from Lesley University in Cambridge, MA.
