I. OVERVIEW OF THE STUDY

This report describes the results of an annual program data collection conducted to determine:

(1) The type of educational programs and staff that serve Limited English Proficient (LEP) students in the Delaware public and nonpublic schools, and
(2) The location and academic conditions of identified LEP students who are eligible for participation in local district programs.

This activity is supported by Delaware's state grant under the Bilingual Education Act, ESEA Title VII, as amended during the FY 98-project year. The LEP student tracking and record documentation was conducted through a computerized LEP management information system (MIS) utilized by the Education Specialist for the bilingual and ESL programs, Department of Education.

Information about Delaware's bilingual or ESL programs was collected through a survey of the district LEP contact person or the professional staff responsible in each school district for managing the local instructional program for LEP students. Delaware public school districts submitted the survey in January 1998 to the Department of Education.

All 22 Delaware public school districts including public charter districts participated in the annual LEP student program survey. A sampling of 33 nonpublic schools received the survey. Of these, 11 schools (33%) returned the survey.

Table 1 is a summary of the Delaware public and nonpublic schools enrollments.
