I. OVERIEW OF THE STUDY

This report describes the results of an annual program data collection conducted to determine:

(1) The type of educational programs and staff that serve Limited English Proficient (LEP) students in the Delaware public and nonpublic schools, and

(2) The location and academic conditions of identified LEP students who are eligible for participation in local district programs.

This activity is supported by Delaware's state grant under the Bilingual Education Act, ESEA Title VII, as amended during the FY 97-project year. The LEP student tracking and record documentation was conducted through a computerized LEP management information system (MIS) utilized by the Education Specialist for the bilingual and ESL Programs, Department of Education.

Information about Delaware's bilingual or ESL programs was collected through a survey of the district LEP contact person or the professional staff responsible in each school district for managing the local instructional program for LEP students. Delaware public school districts completed the surveys during January and the spring of 1997.

All 19 Delaware public school districts participated in the annual LEP student program surveys. A sampling of 25 nonpublic schools received the survey. Of these, 10 schools (40%) returned the survey.

Table 1 is a summary of the Delaware public and nonpublic schools enrollments.

II. PROGRAMS FOR LEP STUDENTS

Table 2 contains the type of programs implemented for the district's LEP students. All information was obtained from the Program Survey Form.

The following two tables reflect the estimated hours per day students receive specialized instruction in a bilingual program or an ESL program. Table 3A contains information for grades K - 6, and Table 3B contains information for Grades 7 - 12. All data was collected using the Program Survey Form.

V. DELAWARE STATEWIDE WRITING ASSESSMENT PROGRAM

In the Spring of 1995 Delaware students in grades 3, 5, 8 and 10 were administered the Delaware Writing Assessment Program. Table 9A is the summary of the results and Table 9B is a summary of the LEP students, eligible versus tested.

APPENDIX

GLOSSARY OF TERMS

ESL (English as a Second Language Program): ESL programs of instruction are designed for children of limited English proficiency in elementary and secondary schools with a specifically designed curriculum that is appropriate for the particular linguistic and instructional needs of the children enrolled. Such a program provides in all grades served by the program, structured English language instruction and content area English instruction which will allow a child to achieve competence in the English language and to meet grade-promotion and graduation requirements.

ESL - Full-time or Part-time: There are full-time and part-time self-contained ESL classrooms. LEP students receive specialized instruction for half a day or a good portion of the day.

ESL -pull-out: There is pullout ESL instruction where students are taken out of a class to be instructed in a small group or receive one-on-one tutoring.

ESOL: English to Speakers of Other Languages.

Exempted Students: LEP students in grades 3, 5, 8, and 10 who would normally take the Delaware Student Testing Program, but due to a lack of English proficiency, can be exempted from the state assessment.

Limited English Proficient (LEP): Students who have difficulty speaking, reading, writing, or under-standing the English language because they are:

  1. Individuals who were not born in the United States or whose native language is a language other than English; or
  2. Individuals who come from environments where a language other that English is dominant; or
  3. Individuals who are American Indian and Alaskan natives and who come from environments where a language other than English has had a significant impact on their level of English language proficiency; And
  4. By reason thereof, are denied the opportunity to learn successfully in classrooms where the language of instruction is English or to participate fully in our society.

Native Language: The term "native language", when used with reference to an individual of limited English proficiency, means the language other than English normally used by such individuals, or in the case of a child, the language other than English normally used by the parents of the child.

Student's Served: Those LEP students who receive specialized second language instruction to help them succeed in classrooms where instruction is in English.

Transitional Bilingual Education (TBE): The term "transitional bilingual education" means a program of instruction, designed for children of limited English proficiency in elementary or secondary school which provides, in all grades served by the program, structured English language instruction, and, to the extent necessary to allow a child to achieve competence in the English language, instruction in the child's native language. Such instruction shall incorporate the cultural heritage of such children and of other children in American society. Such instruction shall, to the extent necessary, be in all courses or subjects of study, which will allow a child to meet grade-promotion and graduation standards.

Two-Way Bilingual Program (Two-Way): The term "two-way" refers to an integrated program model that provides second language instruction to language minority students and foreign language instruction to English language speakers (language majority students) across all content areas. Both groups of students become fluent in 2 languages.
