Developmental Bilingual Education (DBE): "Developmental bilingual education" means a full-time program of instruction in elementary and secondary schools which provides, in all grades served by the program, structured English-language instruction and instruction in the native language. Such programs shall be designed to allow children to achieve competence in English and continued development of the native language, while mastering subject matter skills. Such instruction shall, to the extend necessary, be in all courses or subjects of study which will allow a child to meet grade-promotion and graduation standards.
Exempted Students: LEP students in grades 3, 5, 8, and 10 who would normally take the State Writing Assessment Program, but due to a lack of English proficiency can be exempted from the state assessment.
Limited English Proficient (LEP): Students who have difficulty speaking, reading, writing, or under-standing the English language because they are:
- Individuals who were not born in the United States or whose native language is a language other than English; or
- Individuals who come from environments where a language other that English is dominant; or
- Individuals who are American Indian and Alaskan natives and who come from environments where a language other than English has had a significant impact on their level of English language proficiency;
and by reason thereof, are denied the opportunity to learn successfully in classrooms where the language of instruction is English or to participate fully in our society.
Native Language: The term "native language", when used with reference to an individual of limited English proficiency, means the language other than English normally used by such individuals, or in the case of a child, the language other than English normally used by the parents of the child.
Special Alternative Instructional Program (SAIP/ESL): "Special alternative" instructional programs means programs of instructions designed for children of limited English proficiency in elementary and secondary schools. Such programs are not transitional or developmental bilingual education programs but have specially designed curricula and are appropriate for the particular linguistic and instructional needs of the children enrolled. Such program shall provide, in all grades served by the program, structured English language instruction and special instructional services which will allow a child to achieve competence in the English language and to meet grade-promotion and graduation standards.
Students Served: Those Limited English Proficient (LEP) students who receive specialized second language instruction to help them succeed in classrooms where instruction is in English.
Transitional Bilingual Education (TBE): The term "transitional bilingual education" means a program of instruction, designed for children of limited English proficiency in elementary or secondary school which provides, in all grades served by the program, structured English language instruction, and, to the extent necessary to allow a child to achieve competence in the English language, instruction in the child's native language. Such instruction shall incorporate the cultural heritage of such children and of other children in American society. Such instruction shall, to the extent necessary, be in all courses or subjects of study which will allow a child to meet grade-promotion and graduation standards.
Two-Way Enrichment Bilingual Education (ENRICH): "Two-Way bilingual" programs are designed for language minority students from a single language background and language majority (English-speaking) students. Instruction is provided in both English and the minority language.
Tutor (Pull-Out): The term "tutor (pull-out)" is when LEP students receive instruction in the classroom by a tutor, or are pulled out of a class to receive specialized instruction.

This report describes the results of an annual program data collection conducted to determine:
(1) The type of instructional programs and staff that serve Limited English Proficient (LEP) students in the Delaware public and nonpublic schools.
(2) The number of LEP students identified and served by district and grade in public and nonpublic schools.
This activity is supported by Delaware's state grant program under the Bilingual Education Act, ESEA Title VII, as amended during the FY 96 project year. The LEP student tracking and record documentation were conducted through a computerized LEP management information system (MIS) utilized by the State Program Coordinator.
Information about Delaware's programs for LEP students was collected through a survey distributed to each district LEP contact person or the professional staff responsible in each school district for managing the local instructional program for LEP students. Delaware public school districts completed the survey during the Winter of school year 1995 - 1996.
All 19 Delaware public school districts participated in the annual program, student and staff survey. No nonpublic schools were sampled this year.
Table 1 is a summary of the Delaware school districts and nonpublic schools total enrollment.
