Petition for Academic Program Portability 2010-11

The deadline to submit a Petition for Academic Program Portability for the 2010-11 academic year is 4:30 p.m. on Thursday, May 27, 2010. 

The Scholarship Incentive Program (ScIP) and the Academic Common Market (ACM) are intended to expand the range of educational opportunities available to Delaware residents by allowing (1) portability of student aid for ScIP and (2) access to state resident tuition for eligible programs at participating colleges in ACM states. To be considered for either ScIP or ACM, your program of study must not be offered at a public college in Delaware.

The purpose of the petition is to give you an opportunity to present your reasons for choosing an out-of-state program. Your college search will have provided you with a depth of knowledge about your school and program that the Committee may not have. It is important that you clearly and concisely explain the basis for your decision and demonstrate the differences in curriculum and educational outcome between your program and the in-state option(s). You may find it helpful to discuss your petition with guidance counselors, college personnel, and practitioners in your field of study to assist you in explaining the benefits of your program over the in-state options.

Petitions are reviewed annually in June by the Committee to Review Academic Program Portability. The Committee’s decision regarding your program of study will be final for the 2010-11 academic year. The Petition for Academic Program Portability form can be downloaded in either Word or PDF format.

Petitions may not be submitted for the following reasons:

  1. preference for the location of a college,
  2. preference for the perceived status of a college,
  3. preference for the convenience of coursework (e.g., online degree, five-year degree program),
  4. preference for the type of college,
  5. economic hardship, or
  6. denial of acceptance to the University of Delaware, Delaware State University, or Delaware Technical & Community College.

Petitions submitted for any of the reasons above will not be reviewed.
