The purpose of Federal and State Consolidated Programs is to build each school's capacity for continuous advancement toward the goal of all students meeting or exceeding challenging Delaware State Standards. The Delaware Department of Education also provides support for federal and state program implementation and for the involvement of parents and community in Delaware's public schools.

Support to Districts and Schools

Federal and State Consolidated Programs is responsible for: 

  • the development, implementation, and continuous improvement of the Success Plan and LEA Consolidated Application Grant,
  • the state school support that provides for the delivery of appropriate and ongoing technical assistance to districts and schools to support school improvement,
  • the development and implementation of the monitoring process that ensures compliance with both federal and state laws, as well as best practice in the implementation of programs such as Title I, Title II, Title III, Title IV, Migrant, Homeless, Limited English Proficiency, Ed Flex, 21st Century Community Learning Centers, and Rural Education programs, and
  • meeting all of the regulations and administrative requirements of those programs.
