Using Student Growth to Evaluate Teacher Effectiveness in Delaware
The ultimate goal of teacher evaluation is to improve student learning.
As one of the first two states awarded the Race to the Top funds, Delaware is deep into developing a process to integrate student growth into their teacher evaluation system as a measure of teacher effectiveness. This will not replace the current DPAS II system. The new student growth measures will be infused into Component V of DPAS II – Student Improvement.
DDOE is committed to an open and transparent development process. There will be multiple opportunities for public input and this page will be updated frequently with new information and progress reports.

Planning Schedule (updated August 9, 2010):

- October 14, 2010 Meeting: Team facilitators give progress reports and receive feedback
- November 15, 2010 Meeting: Working session with all group members.

Partnerships
The Mid-Atlantic Comprehensive Center at GW-CEEE
The Mid-Atlantic Regional Comprehensive Center (MACC) is one of 16 regional centers funded by the U.S. Department of Education to provide technical assistance to state education agencies in support of ESEA. MACC is collaborating with Delaware to plan, facilitate and document the development process for teacher evaluation. MACC is guiding the integration of the new evaluation components into a comprehensive system for professional development that improves student learning. MACC is also helping Delaware access existing resources and expertise in assessment and evaluation and share their lessons learned with other state education agencies.
The Hope Street Group
The Hope Street Group, a national non-partisan nonprofit, is partnering with the Delaware Department of Education to support the collaboration and communication among stakeholders participating in the Race to the Top teacher evaluation development process. Policy 2.0, Hope Street’s dynamic web platform, allows participants to identify solutions by sharing files and resources, joining online discussions, and tracking the progress of the work. By providing DDOE with this critical tool and the technical support to facilitate its effective use, Hope Street Group is ensuring a more inclusive and efficient process.
